I can't move layer

well sometimes i can't move layer,if i have a layer in the background and i want move it forward, it does't move,same if i want exchange place of layer 2 with 3 ... i try different work around but with no luck
Quite big problem for me ,suggestion are welcomed
PS I can't even send screenshot to make my problem more clear ,(see topic "i can't take screenshot")

It seem that is just the background layer that can't be moved,i don't understund why, but just by adding a new (empty,i mean whithe) background the problem was solved

Yes, the background layer can't be moved (it's Antonio's choice). In order to move other layers make sure that the layer manager tool is selected

Actually just about every program known to mankind does not let you move the background layer.
