Plugin: "scattered photos"?

Recently, to make a cover for a DVD of home movies, I captured a few stills from the video, added a white border (to make them look like snapshots), and then placed them against a background overlapping at various angles, to look like a random pile of photos.

I wonder if it's possible to program a plugin that would take a serious of selected images and add the border (or not, if you want), and randomly rotate and place them, to achieve a similar effect automatically.

I know nothing about programming, so I don't know if it's possible and/or worth the effort.
