I want to add a frame to an image, with selected a round rectangle. But if a make the selection round rectangle, the function frame from menu filter is disabled. I can I add a frame aorund a selection with round rectangle?

One method
You could begin by using stroke and fill under edit, disabling the fill. Start with a very wide stroke in black, for example, narrow your stroke, then stroke again with a lighter to grey, continue until you have your desired effect. You can make a ronded perimeter or a "scaled in" frame. Try it, easy and you will enjoy. Then try with shades of another color, or simply use your color options to colorize, then the hue to change the hues. For a different look try maintaing the same size stroke with successvie contractions of the selection and lightening the color, or darkening with successive steps.
