for the freeware version all the plugins are available on the official site : http://photofiltre.free.fr/plugins/plugins.php?lang=en
The BumpMap plugin has a lightning effect.
You can also do some luminance effects with gradient masks .
Studio, the shareware version can use 8bf filters and some lightning effects are avalaible too.
