Resize Pictures

Hi,
I ´d like to develope a 10x 15 cm picture with two 7,5 x 10 pictures fited, so I created a new file 10x 15 cm and I take my photo I want to add there and try to resize to 7,5x 10 cm, but it doesn´t change the size on the screen... I´ve tried before with another photo and it was ok, but now with other photo doesn´t work...someone know why?

==> use 100% zoom to test the physical size, perhaps PFS fit image to screen
