Help with photo effect

I´d like to mix two pictures giving this kind of effect, I think I have to work with layers, but don´t know how exacty...can someone help me?

Have a look to the documentation and some tutorials :

So you can find the Layer manager tool and decrease opacity of a layer, or apply a gradient transparency,
or more with the Erase tool...
