How can I make very nice looking splashes to put on this image?

ok well you only need the spray and blur tool. then you spray white color onto the horses feet and after that you use the blur tool to get the sprayed dots blurred. the last thing i made was that i used the spray tool (white color) again to make some water drops around the feet.
